Bộ Tài chính Mỹ vừa công bố nâng mức mua lại tối đa ở phân khúc trái phiếu kho bạc kỳ hạn dài nhằm giảm căng thẳng thanh khoản, khiến lợi suất trên thị trường đảo chiều giảm ngay sau thông báo.
Các ý chính:
- Bộ trưởng Scott Bessent chỉ đạo đẩy nhanh mua lại trái phiếu có kỳ hạn 10–20 năm và 20–30 năm, vốn thiếu người mua từ cuối tháng 6.
- Chính phủ Mỹ dự kiến nâng trần mỗi đợt mua lại từ 2 tỷ USD lên ít nhất 4 tỷ USD, áp dụng từ ngày 9/9 đến 4/11.
- Thị trường phản ứng tích cực khi lợi suất trái phiếu kỳ hạn 10 năm giảm 6 điểm cơ bản xuống 4,647% và kỳ hạn 30 năm giảm 9 điểm cơ bản xuống 5,196%.
- Giới phân tích lý giải áp lực lợi suất đến từ phần bù kỳ hạn, sự thay đổi cơ cấu người mua trái phiếu kho bạc và nguồn cung trái phiếu doanh nghiệp tăng mạnh nhờ làn sóng đầu tư AI.
- Ông Peter Boockvar nhấn mạnh động thái này không phải trả bớt nợ mà chỉ tái cơ cấu kỳ hạn danh mục nợ kho bạc.
